RH Matrix interface refinements

The following improvements were made to the RH Matrix interface:

• Automatically hide the Read Only indicator column is no assignments are read only.
• Addressed an issue where pressing Ctrl-Z prior to making changes would zero summary row calculations.
• Simplified the button layout and added a menu for lesser-used options.
• Added a My Settings menu item allowing user to control their matrix utilization colors and maximum number of fixed columns.
• Improved refresh logic when updates are made in a related Manage Assignments component.
• Improved error handling and display on The Legacy Time Tracking Component
