Holiday hours can follow each resource’s capacity

Holiday forecast hours can now be derived from each resource’s RH Capacity weekday hours, instead of always using the fixed hours defined on the Holiday record. A resource with a 5-hour workday gets a 5-hour holiday instead of the org’s flat 8-hour default — and no longer shows false overtime on the RH Matrix.

• Enable it org-wide with a new RHA Setting, or opt individual resources in or out with a new Holiday Hours Source field on the Resource record
• Existing holiday hours stay in sync automatically — a background job reconciles changes within an hour, with a nightly full sync as backup
• Ships off by default — upgrading has no effect until an admin turns it on

Note: if you enable this feature, confirm the affected resources have RH Capacity records covering their holiday dates first — a resource with no covering capacity record gets a 0-hour holiday.
